Angry An Address Incompatible with requested protocol was used

I built a embedded XP system with Embedded Standard(XP SP3) and when I run my code it crashes when I try to make an Endpoint on 127.0.0.1 Via TCP Stream Internetwork ipv4. Now I'm not sure why but I assume its trying to use IPv6 when trying to bind to "127.0.0.1" I switched it to System.Sockets.Ipaddress.Any and it worked like a charm, Anyone know exactly why this issue arose?
