Default Help getting started on file conversion

Hello,

Sorry if this is the wrong location for this question. For some background, I would consider myself new to programming, though I have done some in depth things in Matlab.

I need to create a program for my job that will convert a .dat file to an in house file type. It will need to be used by many people so it needs to have a user interface (such as a box to choose the file to convert and then a place to choose the name and where to save the converted file).

Basically, the .dat file comes in as an array that has several thousand rows. I need to convert that one column into a matrix. Lines 5-8 will tell me how many rows and columns the matrix needs to be.

It seems like it is a *very* easy task, one that I think I could do quickly in Matlab.. unfortunately I do not have a license for Matlab any more and this program needs to be alone program. I thought I would try to do it in Visual Basic but I have absolutely no idea where to start.

Any information to help me get started and in the right direction would be greatly appreciated. I honestly don't know the first thing about VB (I have been watching some tutorials online, but I'm still feeling rather lost).

Thanks
