How can i make cards more easily accessible when i am randomly placing them in the spots they go in a card game?
its taking a lot of code for every card

well, i have the cards in an image list but i dont know how to pull the images from there and put them in an empty image. the empty one being a card in the player's hand.

just call the Draw method of the ImageList passing in the Graphics object on which you want to draw.

so i would put something like:
imagelist.draw( )
but what would i put in the parenthesis?

look up the Draw method in your help documents, it explains how to use each of the different overloads of the method, and what arguments it expects, along with sample code.
