Default Mobile Development


I have been given the task of developing an application on a mobile device IPaq that synchronises information with a database held on a server at another location probably using GPRS.
I have never done anything like this and am unsure where to start. Can any body offer me some advice please? I'm familiar with N-Tier development using a VB.Net application but when it comes to mobile devices I am unsure where to start. How do I use GPRS? How can I program on the device?
If anybody can recommend a few links or books that can get me started I would really appreciate it.
