Question What's the best way to handle layered images?

I'm just trying to figure out he best way to
handle image layering, when creating game
maps.

I'm using a structured array.

Sample 1:

If i use a 3 dimensional array like: Array(1,9, 9),
This would give me 2 layers to play with, with a
10x10 map grid.

Sample2:

If i use a 2 dimensional array like: Array(9, 9),
this will only give me a 10x10 map grid.

If i added a property to the Array like: NewLayer
As Boolean, this could also tell me where to begin
a new layer.

The question is: is it better to have the layer number
in the braces or use it as a property or would either
way, work just a well?

I've done it both ways before but i can't figure out
which is the best way.

I guess it depends on how filled the upper layers are.
If it were me, I would have only one base layer, but as part of the object that would be assigned to a given grid position, would be a link that could link to a second object that would be above the base layer. And that object would have a link available to link to a third layer, and so on for as many layers as I wanted.
That way, if for some reason I had a tile, or several tiles, that I wanted to layer four deep, I wouldn't have to have to make the whole map allocated four deep.
