I really wouldn't try to do this, and I wouldn't have a clue how to help you if you did try... I just don't know enough about web programming to advise you.
In theory, I would guess that a web page could include code to launch an Excel Application, but I don't know how you would hook the Excel events, I just don't know if a web-page based application could work that way? Can you hook COM events using JavaScript, for example? I just don't have any idea here -- you'd be much better off asking this question in a Web forum, if this is really the direction you want to go. But I don't think I really recommend this unless you are very strong in both Web programming and the Excel object model.
And while Excel is fairly ubiquitous, it certainly can't be found on all computer installations, so your Web page would crash (or have a serous hole in it's functionality) with some computers, even if you did get this to work.
Personally, I would utilize a grid control that you can embed on your Web page. The user can type in their values and then hit the "Submit" button, or the like.
But this is just my opinion, I don't really know anything about web programming, so you might want to ask this question in a Web forum to see what they suggest -- but I'm betting they'd suggest something similar.
