Question Permission to Read Registry?

I may be up a gum tree here (not unusal) but I am trying to read the Microsoft Cryptogrphy Key and it seems that to do that my user(s) will probably need to log on as Administrators which seems a little excessive (read it - not change it so why the big deal?)

It used to live here:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Cryptography\RNG

But these days it is living in a better neighbourhood, namely here:
HKEY_LOCAL_MACHINE\SYSTEM\RNG

This screws up any old programs that used it of course but who are we to stand in the way of progress?

I am trying to read it using:
My.Computer.Registry.GetValue("HKEY_LOCAL_MACHINE\SYSTEM\RNG", "Seed", Nothing)

but it refuses access.

There is an article here that deals with permissions but I will die of old age before I manage to read and absorb all this:

So, is there a simple way to do this?
