You used to be able to do a DHCP release/renew at your PC (or router) and get a different IP address, though still one from just one or two subnets serving your neighborhood. But in recent times most cable/DSL providers began to make IP addresses more "sticky" for a number of reasons, which means you often get the same address again.

Dialup might be more flexible about this, and for that matter you may have more access numbers you could dial anyway to mix things up. But who uses dialup much anymore?
