In the open box for some programs, the dropdown list has the file type that program opens and "All files". Why? For example: in Windows Sound Recorder it has "Sounds (*.wav)" and "All files (*.*)"

A good example is text files. There are tons of files that are in text mode and not all of them have txt extensions. INI files for instance.
