There are many aspects to programming an RPG, and just as many ways of going about doing it. There are a few steps I would take when designing/writing any game:

1) Decide what graphic method (3d, isometric, top-down, DirectX)
2) Get a basic 'engine' running in the specific format (e.g. Make a standard tile map)
3) Decide how to add basic characters and object to your world (classes, udts)
4) Work on improving the engine
5) Start the basic game physics/gameplay including input controls
6) Improve your characters
7) Perfect and polish everything so far
8) Produce a neat interface for the whole lot
9) Polish, polish, polish, and perfect EVERYTHING
10) Test, test, test, test............
11) Test some more.....
12) Improve it if needed
13) Test more......
14) Finally, distribute it images/icons/smile.gif

Thats about it. Of course, if writing an RPG, you would also want to include these steps somewhere:

*) Think of a story
*) Think of the main character and any additional ones
*) Think about scripting methods
*) NPCs, enemies, and combat methods
*) Goals and stats improving if appropriate
*) Creating an immersive and believable atmosphere
*) Polish, polish, and more polish images/icons/wink.gif
