Files opened on Windows 2000 server

Hi,
Attention all the Gurus.Facing a big problem.

We have Windows 2000 server installed for Ms-Office work.Few months back we installed some m/c's with WinXP as operating system.Now the problem is when user closed some file on the m/c, it remained open on server and if he or other user tries to open that file again he receive a error message that file is read only or file is busy or access is denied.Then we have to close the file on server from right click My Computer-manage-Opened files, the the user is able to open that file again.We have also seen on Microsoft web-site for this and install some patches but all in vain.
Can we write some module which can run on server.It should check that if any user tries to open a file of .xls .doc .ppt etc,is it opened by any other user or it is opened only on server.If it is opened only on server then it should automatically close that file.It's a tough one.Frankly speaking I have no idea.So please help.
