how to change popupmenu showing, i mean, not to grow, but to show at once.

The only way i can think of how to do this is to un check the "Animate windows, menus and lists" in the diplay properties window.

right-click on desktop <> properties <> Effects Tab <> remove check mark -> Animate windows, menus and lists

maybe there's a better way :)
