Transparent forms again

Say I had media player playing a movie in the background, would I be able to see the movie in my program, or would it be a still image?

When you say "in the background", do you mean that there is a media player control on your form or is there a media player program running behind your program?

I meant that there is a media playing behind my program

In that case you will need to use Bill's idea number 2. Using CreateRectRgn etc. will actually make your forms transparent whereas idea number 1 will (as you suggested) take a static image.
