Skins with visual basic

I'm new with visual basic, i 'm a webdeveloper. I'd like to create a particular skin for Internet Explorer fro my projects. I know it's possible with VB to embed the IE in the VB project putting aroud it 4 bitmaps and make some trasparencies on these pics to give particular shapes to the skin.
I'd like to kwnow if there's already a program to make this or if i have to learn how to make it in VB....

I have seen another example at vbAccelerator (http://www.vbaccelerator.com) which also works well.
