The defaulted app, for opening web pages is "Internet explorer"

How can i change it to my own app?

Manually, you can change the association for the .htm extensions in Windows Explorer, Tools/Folder Options/File Types. Click for an example on how to create a file association. (It's not exactly what you want, but you should be able to modify it.)
