Inno Setup - Uninstalling ocx files

Not everyone has richtx32.ocx, so I figured I'd include it in the setup file for my program. Well, it turns out that whenever anyone uninstalls my program, Inno goes ahead and deletes the richtx32.ocx file. This is not good, clearly. Anybody know how to stop this from happening?

Is there a way in Inno to mark a file as shared? That is how it is done with
the P&DW.
