One of our programmers found a solution how to play a wav file over a modem on a telephon. At first you need a modem with a line in. Then you simply connect your sound card to your modem. Then you just have to phone and play the wav file. There are examples for phoning and for playing a wav file.
If you don't have windows millenium you could also use a tapi solution. But if you like to take this way you have to own a modem which supports voice call. It took us 4 weeks to find a solution. :( I hope I could help you.

Oh man! I could have told you about the hardware solution to the problem. I thought you were looking for a software based solution. My fault for assuming that.
