Is there a way to Use the open write print close commands in normal html code. do you have to right it different than you do in a standard vb app?

No, because it would create a huge security hole (not that MS doesn't do

Think about it. Every website you go to could be worse that the most powerful virus out there, just by opening IE and seeing it! That would be HORRIBLE.

VBScript doesn't have the VB file manipulation commands, along with many other useful things. If you've got the permissions, you can learn the FileSystemObject and use that. However, as I recently discovered, it hates binary files.
