Can anyone tell me why this will not work?

=DSum("[AwardAmount]","[Awards]","([Type]='Direct') And ([District]=Reports]![RptTotalAwdFYDistType]![Hidden]) and ([Year]=[Reports]![RptTotalAwdFYDistType]![FY]) and ([Type]=[Reports]![RptTotalAwdFYDistType]![Type])))")

yes. assuming Year is a numeric field, change to:

=DSum("[AwardAmount]","[Awards]","([Type]='Direct') And
([District]=" & chr(34) & [Reports]![RptTotalAwdFYDistType]![Hidden] & chr(34) &
") and ([Year]=" & [Reports]![RptTotalAwdFYDistType]![FY] & ")" &
" and ([Type]=" & chr(34) & [Reports]![RptTotalAwdFYDistType]![Type] & chr(34) & "))"

also, you wouldnt normally have the Type field twice in your criteria parameter. you need to look at your condition there.
