Simple VB.NET install missing keycodev2.dll

I have just tried to create a very simple app with nothing but a Crystal9 Report viewer control and an open file dialog. I have had to include the .NET framework 1.1 and I'm now apparently missing keycodev2.dll - any ideas? Being new to .NET distribution is a real problem at the moment.

Hoping it will get easier!
