In VB6? If it's possible at all, it sure won't be easy.

In the Extending the Shell (http://msdn.microsoft.com/library/default.asp?url=/library/en-us/shellcc/platform/shell/programmersguide/shell_adv/conpanel.asp) section of MSDN (http://msdn.microsoft.com) there is a section about writing Control Panel apps.

I've only looked at it briefly, but it looks fairly heavy.
