"Alway on Top" (even over DirectX layer)

I have an application that I built that I want to set as "always on top". The problem I'm experiencing is that when I use a DirectX application or game, it either doesn't show up or it flickers so badly that it's not worth dealing with. How can I make a form load to where it appears visible and stable even over a DirectX full-screen application?

Because of the nature of how DirectX renders, it would be practically impossible with current technology to make this work (unless you have a really really really nice video card - so nice, it probably doesn't exist, or if it does, it's easily $10K+)
