Is there any way I can set the transparancy of an image in VB? If not, is there some kind of program I can download that I can use to do this myself?

Many popular image/paint programs will allow you to draw images with transparency. PhotoShop & Paint Shop Pro are a couple of them. You also may be able to find demo versions of paint software that will allow you to do what you need to do.

Or you should be able to coax AlphaBlend to do this.
