Custom Skin(s) For Application

I am currently writing a program and seeing that most of the work left is on the User Interface I decided that I would like to put in some extra effort for it (seeing that it is a school project).

Firstly I am aiming to make it so that the user whould be able to change the skin of the form to what they want and so forth.

My question:
Would it better to create a transparent form with a picture box on it and use a mask colour with the picture ?
or
Should I have an accompanying file that tells the program how to cut the form upon loading the skin ?

My problem:
Firstly I am not sure which way to follow to get the right outcome and how to go about to do it.
Secondly I am not sure, but if I use option 1 and the user makes the screen larger or smaller, how do I stretch the skin with a picture box.
Thirdly I would not really like to go through all the hassle of cutting the form up here and there for every skin.

Any possible solution, ideas or just link on how to go about would be appreciated.
