Frames from video file

I havent been able to find a suitable program to download so I guess making is the next best. I need to be able to grab every frame of an input video.
The video format can be suited to whats possible in visual basic so probably mpeg or avi.

I need to be able to point the app at a movie and give a target directory and output all frames as jpeg or at worst bmp. I am happy to loose all sound.

I got no idea where to start, ideas welcome.
