help with install file

hell,
how do you make an install file. vb 6 yoiu could use package and deployment. how do you do this with .net. please if possible a step by step or a tutorial. i want to install this at different location from cd. also i tried to make the exe, load the 1.1 enviroment then copy the exe to the computer. it errors so i guesse that is not it.
