Help with task im doing of internet...

hi there, ive attempting to do tasks of the internet recently and im very stuck on this particular one. ive made a good start to the program, but need help with the piece left out. ive only been programming 4 monthsm, so theres a lot of code missing. however ive put comments to say what i would like there.. can anyone help?!

ive attached the files here. they include a word doc of the task im trying to do, my cpp so far and the .dat file that i am using. any help greatly appreciated..
