Upgrading a Visual Basic 3 Program

About 10 years ago I wrote an application for a business colleague in Visual Basic 3. He has used this program since then, despite it's limitations when running under the latest versions of Windows. I now have an opportunity to supply the program to another friend but he wants it updating to be fully compatible with the latest Windows versions.

Is it possible to load the original code into a newer version of VB? If this is possible which version of VB should I buy. There seems to be a bewildering number of options available and I would like advice in order to ensure I buy the appropriate one.

A VB3 .mak project can be loaded into VB5/6 on condition that you save the original VB3 forms as text files (.frm) and graphic files (.frx)

Obviously, all the 16-bit API calls, if present, must be converted into Win32.

By the way, VB3 executables are still fully compatible with 32-bit versions of Windows, as far as I know.
