Getting a meaningful Exception

I am trying to implement vertex and index buffers but the application keeps throwing exceptions. All the message I can get back is 'Application Error' which is clearly not much help. I have tried to use DirectXException as the exception type but it is not helping. I am really stuck until I can get some idea what I am doing wrong so I would appreciate some guidance

I tried to look for the site where I saw a solution to this. However I can't locate it atm. The solution was in the programs that come with the Directx SDK, one of the utillities show more info about errors if you keep it running while you debug your program. However i havent managed to locate it in the dx9 sdk I have, but then again, neither was the 3ds -> x model converter and I had to get it from Dx8 SDK so honestly I don't know in which SDK it is. Look for it tough, you might find it.
