Adaptable Interface

I am trying to make something like the explorer bar in Internet Explorer, and I also want it so I can have adons just like Internet Explorer can. I need to have the ability to add stuff after I already compiled it. I also want it easy for me to add default bars automtically within Visual Basic before I have compiled it.
