Is there anyway i can make VB.Net 2003 reference .Net framework 2, so that I can make use of the added functionality?

Not really, you'll need to upgrade you're IDE to the VS 2005 set, You can do this for free using the Express tools if you don't want to lay out the jack to buy standard or better. (If you have .net 2003, the upgrade is not too expensive though)

And express is great for the house for stuff you bring home. I thought about buying a extra copy of pro for my take home stuff, but... express works just fine.
