Where can I find out what this error message means?

One of my users of my software got an error after installing the software.

library:RegisterTypeLib failed:code Ox8002801C
Error accessing the OLE registry


What does this mean? How can I fix this?

Ive had a look on google and 1 thing that keeps popping up is "Vista". One page says it is caused when your program is uninstalled, aparently there are registry settings still there so when you try to install again it will fail.

Is this the first time that file has been installed on that PC? Is it still installed?
