Missing Double Quote characters in saveas csv

Maybe I am losing it but I thought saveas csv always surrounded cell contents with double quotes.

I'm using BitPim to upload all my contacts to my new cell phone.
Excel seemed like the place to do it but the required file format is csv with double quotes around each item, comma separated.

I'm using Office 2000. Did they take that out at some point?

I dunno if it's different in older versions, but I'm seeing the same thing in 2002: All the plain-text formats only use quotes when an item includes a separator character (i.e. comma or line break for csv).

This page (http://answers.yahoo.com/question/index?qid=20070518095618AAWIDhT&show=7) suggests a workaround... not very elegant but I can't think of anything better either atm. :-\

Thanks Cas... I ended up just writing my own output code driven from a button in the spreadsheet. Just seemed lame I had to do that.

I noticed that cell format does have something to do with csv output.
I had to format phone nos as text otherwise they ended up in scientific notation in the csv.
