HELP Please

Ok, i am up to the battle engine and now is when i can use all those cool effects. For those of you who dont know i am making a tile rpg using direct x 7 direct draw. I want some cool effects for the battles like the effects you see if you download certain skins for the winamp(At least i think, my brother is the one who downloaded them all i know is that they do effects on your screen according to the music :)) Does anyone know of how to create these affects?

To be more specific it looks like 3D swirling glaring circles around a central point like a blast of power or something like that.

The voodoovb is great for Direct X (however Dx is not really for beginners) and the 2 other sites have some great tutorials and resources.
