Package and Deployement Question

I'm trying to package up my software for dristribution and i'm getting this error. The setup begins and copies some files and after the 7th out of 7 file has been copied the setup program says "Setup cannot continue because some system files are out of date on your system. Click OK if you would like setup to update these files for you. " I click OK and then restart my system but when the system comes back and i run setup again i get the same exact error. Any ideas?

This is the same message that peolple are recieving trying to install my programs. It's like a never ending loop as their pc always wants to update these files and restart, but it never updates them.
