Does anyone know a program that can take one picture and output it rotated.across scr

i was wondering if there is a program that can take one picture that you have drawn and rotate on any degree u want.

and output the rotated pictures across the screen on a new image ??

i heard someone say something about this, and drawing different rotations of an image can be very time consuming.

You can do this with DirectX.

You can also create a DIB of the image and select it into an hDC which can be drawn with BitBlt/StretchBlt. Its very fast too. See this thread where I posted links to VB and ASM code:
