how can I change the windows language from the code (vb)? with or without api!!!

I don't know of a way to do it with a simple API call, but you should be able to do it by monkeying with the registry settings. Look at the language settings in the registry, then set it manually, and look again. Then you will need to look for examples here and maybe in other places about how to modify registry settings. You most likely will have to reboot the system after such a change.
