Icon manipulation package?

This is something I've been wondering for ages, and is only loosely related to VB.

Is there a graphics package that enables you to open Icons files and manipulate them? I've tried Photoshop and PSP in the past with no success.

I ask this because I want utilise a "Hot Image List" on my Toolbar, so when the user moves over a button, the button goes from grey to colour. I have my icons, but I want to grey scale them, because I think it looks cool!!

Anybody any ideas?

There are tons of icon editors out there.

The last one I used was Icon Forge.

There are probably some on www.planetsourcecode.com as well.
