Ballon-type tip without Windows XP

Hi!

What is the easiest way to use balloon-type tip (like or similar to one in the picture) in an application not running under Windows XP. I guess one could use a picture (with transparent edges) to do that, but as I'm really not familiar with API I would like to find some other solution.

Do you have any suggestions?

According to me you don't need XP to use this.
