"missing EXCEL9.OLB"

I have a program that uses excel references (library 9.0) and I am having trouble with my installation. i am using Office 2000 on a Win2000pro platform, which is the same as the machine I am trying to install to. The problem that I am having is that once the install is all done it says that it's missing the EXCEL9.OLB file that it needs for the reference, but I have verified that the EXCEL9.OLB file is in the setup package. Does anyone have any idea what I may be missing? I am very desperate and very stuck. Thanks

You do not include the office .OLB files in your install. They are installed
by whatever version of office the target pc has and trying to overwrite
it with the version you include will just cause big problems.
