Default Page in a Page

I want to create a web page essentially that others can utilize in their sites but pass vars back too. I know I can use a web service and allow others to call my functions and use the data but I want to create the page data for them as well. I know I can use I frames, but then I can not pass variables back. Can I create a control/aspx page and host it so someone else can use it within their aspx page? how do I do this, where to begin? I have done the image from aspx page emulation but not the same as it is only a display page/image. I want to allow interactive features in my page. Any help or direction would be much appreciated.

it is hard to completely tell what your goal is an therefore harder to answer. What type of data and how much is there going to be.

JQuery is an example of a shared library that many pages can use, and has variables.
Google analytics is another shared resource used for tracking page visits by a google id.

Default Whither to a Widget?

Sounds like you need a widget (with a little embedded Ajax worked in).

You might want to take a look at this article.

It talks a little about iFrames (and their disadvantages) then further down talks about using divs (using JsonP to exchange data across different domains).
Maybe help refine your development approach a little more.
