Well if its a computer on the same network as you you can use the NET SEND option in command prompt (in VB use 'Shell "........"'command) OR if you insist on making a program with winsock that dose thatt then simply make:

Code:
Privte sub cmdconnect_click()
winsock1.connect txtIP, 1234
End sub

Private sub cmdSend_click()
winsock1.send txtmessagesend & vbCrLf
txtmessagerecived = txtmessagerecived & txtmessagesend & vbCrLf
txtmessagesend = ""
End sub

Private sub winsock1_dataarrival()
dim strdata as string
strdata = ""
winsock1.getdata strdata
txtmessagerecived = txtmessagerecived & strdata
End sub

Private sub cmdClose_click()
winsock1.close
End sub
^^So you have a button called 'cmdSend which you click to send the text in 'txtmessagesend' textbox and a button called 'cmdconnect' which you click and it connects to the IP address in the textbox 'txtIP' and a textbox called 'txtmessagerecived' which shows the messages you have sent and the messages you have recived and lastly the 'cmdClose' button which closes the connection.
