Many people wonder if it is legal to develop an MSDE DB, to be distributed with your application, using the Enterprise Manager from the $49.99 SQL Server Developer Edition. So, I called Microsoft and this is what was interpreted.

You can use the Enterprise Manager from SQL Server Developer to develop an MSDE database. Once the DB is developed, you can script out the DB/backup the DB from MSDE. With this empty strucute of a database, you may distribute it to client's instance of MSDE along with your application, which would be attached/installed via whatever method except that Enterprise Manager. You can no longer use that Enterprise Manager to maintain or change the database in the production enviroment (i.e creating a backup schedule.) You can only test, develop, then distribute.
