Do you want to stop everybody starting it or just the case of one computer one instance?

To stop everybody starting it, not just one computer.

So therefore just install it on one computer, therefore it becomes a standalone system.

Mr.Davie,

The package is installed in Network system. What i am asking is that one user should use the package. Once he close the system only other can access. This is what my requirement is.

Maybe you should have explained this sometime earlier.

I'm not aware of a simple fail proof solution for this.
What you could do is open a file locked when the application is starting.
If the application is starting and the file is already locked the close down the program

If you have a backend database, you can write to a table and then when the user opens the application it can check for this record. If it is there it won't allow the user to run the rest of application and quits.
