Question Mesh and moving transformed vertex


So, hi all
I've used dx8 for a short time before but now i'm trying to do the same thing in vb.net with dx9. The problem is nothing show up. I 'copy' the rendering method used in dx8 to dx9. of course its fail. What's the difference or what is the steps to make it show up?

because the mesh have no texture, so i skip the texture part in both loading and rendering.
also materials.length give out only value of 2...
is it correct?

Another question is when i use dx8, I also work with dx7-directdraw. It's so simple to draw 2D stuff on the screen and easy to move the object. But in dx9 i can't use ddraw. So i use transformed vertex instead. But how to move the vertex? I've tried that to recreate the vertex every frame, it seems wasting time to do that. Or is that any other method as i see that there is a method called 'setdata'.
Last question...
Why the TransformedColored vertex have only white color?
It cant use drawing.color to color it. Is it use palette?

by the way i want to ask how make a transparent(or semi-transparent) vertex/face?
also how to use transformedcolored and positioncolored vertex?
it only show the color of the upperleft pixel of the texture
since i want to make a jelly-like cube rotating in the space
