Default Excel "Resident" Macro :: Monitor change in different workbooks

Hello there!

I have a good one:

Is it possible to have a macro (perhaps residing in personal.xls) that will detect any changes in the current active workbook and will allow me to trigger some code?

My goal here in the end is to do this:

I'd like to have an icon button in excel, that will be green if there is a Footnote in the print settings. Everytime I switch sheet or workbook, it will refresh.

It is similar to the Bold button in excel. It will automatically adjust to be highlighted if the current cell is in fact in bold!
