by move you mean moving from one point to another? do you mean animating?
for ASP.Net you may achieve that by using AJAX.Net
basically you are moving it with javascript, with AJAX.Net you can accomplish the same via Code Behind, you can also do the same with sprites by manipulating the CSS (search for CSS sprites)
