Question about creating program

Hello there

I am new to the whole of visual basic programming thing and my question is. I am running a PC gaming web site and would like to introduce live streaming gameplay and I was wondering if I could create a program using visual basic to stream my gameplay to a web page kinda like for fraps except it broadcasts it directly to a webpage.
