Cannot use Help in Access/VBA for Access (MSOHELP.exe corrupted?)

Here is the (fatal) error msg I get from the Help program when I try to use it from within Access 2000 or VBA for Access 2000:
AppName: msohelp.exe AppVer: 9.0.0.3502 ModName: itss.dll
ModVer: 4.72.8085.0 Offset: 0000252c
I have tried renaming the files hh.exe, hctrl.ocx, itss.dll, itircl.dll then uninstalling and reinstalling Access. I had to switch to Safe mode to disable Windows File Protection in Windows XP as it kept restoring itss.dll and itircl.dll when I renamed them.
Any ideas on what I can do? I tried installing it on my old Win98 box and it crashes there too.
