Perhaps the FAQ at PayPal might be of assistance?

I belive you can use a debit card instead of a credit card. Try that instead. Or perhaps you may be able to just use your account+routing numbers.

If you want to receive money without using a credit card or bank account, I believe they will mail checks, but I seem to recall there is a significant fee involved. As MikeJ pointed out, their FAQ is quite thorough.
